What Is a Capped School in Wake County?

A capped school in Wake County is a school that has too many students, so the school board has limited how many new students it takes. If you move into the area of a capped school and there is no seat, your student may be assigned to a different school, called an overflow school (Wake County Public School System).

That matters when you buy a home. The school assigned to an address is not always the school a new student will attend. Here is how caps work, how to check an address and what to ask before you buy.

How a school gets capped

Each year, the Wake County Public School System (WCPSS) reviews and approves capped schools as part of its student assignment planning. A school stays capped until, or unless, new space becomes available (WCPSS). The rules come from WCPSS Board Policy 4150, Section B, Temporary Membership Caps.

A cap does not always mean every grade is full. WCPSS says a school "may not be actively capping out at all grades," and suggests you contact the specific school.

What happens when you enroll at a capped school

WCPSS lays out these steps on its Capped Schools page:

  1. Apply to your base school. Your base school is the school assigned to your address. Apply online even if it is capped.
  2. Finish enrollment at the base school. The school checks whether it has a seat.
  3. If there is no seat, your student goes to the overflow school. The base school sends your paperwork to the overflow school, which enrolls your student. WCPSS provides bus service to the overflow school.
  4. Your student goes on the base school's waitlist. If a seat opens, the base school may call you.

The waitlist call

  • Mid-year call (at the end of the second quarter). Your student can stay at the overflow school, keep the bus ride and stay on the waitlist.
  • Summer call. If your student chooses to stay at the overflow school, they lose WCPSS bus service and come off the waitlist.

A student comes off the waitlist if they leave WCPSS or move out of the base school's area. A student who is not enrolled in WCPSS cannot be added to a waitlist (WCPSS).

Feeder pattern caps

Two schools are capped by feeder pattern: Mills Park Middle and Apex Friendship High. Students who live in those base areas and are enrolled in WCPSS can be put on the waitlist starting in kindergarten (WCPSS).

Who can still attend a capped school

WCPSS lists these groups:

  • Rising 6th and 9th graders who lived in the base area before the cap and pre-enroll before March 1.
  • Rising kindergarteners who lived in the base area before the cap date and pre-enroll before March 1.
  • Children of full-time WCPSS employees who work at that school.

Proof you live there: why your closing date matters

To enroll at your base school, you must already live in the home. WCPSS asks for proof such as a utility bill, closing papers or a lease. WCPSS says, "Offers to buy a home or leases that show you are not yet living there will not be accepted."

That means a signed offer on a home is not enough to enroll. Plan your closing and move-in dates with school enrollment in mind.

How to check a home's school assignment

  1. Use the WCPSS Address Lookup. Type the exact street address into the WCPSS Address Lookup. It shows the assigned schools, and it notes when a school is capped and which school is the overflow.
  2. Check the right school year. Look at the year your student will start. Assignments can change from year to year.
  3. Call the Office of Student Assignment. Call (919) 431-7333 or email [email protected] with questions about a specific address.
  4. Check before your due diligence period ends. That way you can make your decision with the facts in hand.

Our Apex guides for Sweetwater, Abbington and Stillwater show what the lookup listed for sample addresses there. You can also read our Apex area guide.

Questions to ask before you buy

  • Is any assigned school for this address capped for the year my student starts?
  • If so, which school is the overflow school?
  • When can I close and move in, so I can enroll with proof that I live there?
  • Is my student a rising kindergartener, 6th grader or 9th grader? Do the March 1 pre-enrollment rules apply?
  • Could the yearly assignment plan change this address? WCPSS posts draft proposals each fall.

Frequently asked questions

What does capped mean for a Wake County school?

It means the school has too many students, so the school board has limited new enrollment. If there is no seat when you enroll, your student is assigned to an overflow school and put on the base school's waitlist (WCPSS).

What is an overflow school?

It is the school a student attends when their base school is capped and has no seat. WCPSS provides bus service to the overflow school.

How do I know if a house is in a capped school area?

Enter the exact address in the WCPSS Address Lookup at osageo.wcpss.net. It shows the assigned schools and notes caps and overflow schools. You can also call the WCPSS Office of Student Assignment at (919) 431-7333.

Can I enroll my child before I close on the house?

No. WCPSS requires proof that you already live in the home, such as closing papers, a lease or a utility bill. It does not accept offers to buy a home or leases that show you are not living there yet.

Will my child get into the capped school later?

Maybe. Your student goes on the base school's waitlist and may be called if a seat opens. If you get a summer call and choose to stay at the overflow school, your student loses WCPSS bus service and comes off the waitlist.

How long does a school stay capped?

A school stays capped until, or unless, new space becomes available. WCPSS reviews capped schools each year as part of its student assignment process.
